My dear Vice-Minister,

I have been informed by my Government

that some Chinese soldiers are interned in Hongkong

territory and that the Governor wishes to release

those of them who are quite incapable of further

military service owing to disease or to some other

disability. Many are suffering from tuberculosis

and are a danger to those interned with them and

others are crippled.

Sir Geoffry Northcote informed the

Japanese Consul-General of his intentione and the

latter stated that he wished to inform his

Government.

As he does not appear to have been

instructed by the Imperial Ministry for Foreign

Affairs to raise any objection to the Governor's

proposal, I hope that Your Excellency will be so
